Il se tourna rapidement vers l’étude des sciences, particulièrement de la chimie. écrivain et vulgarisateur. Il se mêla activement au mouvement réformiste qui provoqua la révolution de février 1848, et obtint après la proclamation de la république, un emploi au ministère de l’instruction publique, emploi qu’il ne conserva que quelques mois. Depuis lors, M. Mangins’est occupé d’une façon toute spéciale, de travaux scientifiques dans un but de vulgarisation. Indépendamment d’un grand nombre d’articles insérés dans les journaux, il a fait paraître de nombreuses publications illustrées qui ont eu du succès : Navigation aérienne (1855, in 12), Variétés industrielles (1856, in 12), les savants illustres de la France (1857, in 8°), le cacao et le chocolat (1860, in 12), Merveilles de l’industrie (1858, in 8°),…
